Privacy Policy
I. Definitions
- Controller – means the Municipality of Szczecin – Szczecin City Hall, pl. Armii Krajowej 1, 70-456 Szczecin, Tax Identification Number (NIP): 851-030-94-10, REGON: 811684232, which provides electronic services and stores and accesses information on the User’s devices.
- Cookies – means IT data, in particular small text files, saved and stored on devices through which the User accesses the Service’s websites.
- Controller Cookies – means cookies placed by the Controller in connection with the provision of electronic services by the Controller through the Service.
- Third-Party Cookies – means cookies placed by the Controller’s partners through the Service’s website.
- Service – means the website or application through which the Controller operates an online service available under the following domains: https://pe.szczecin.pl, http://pbr.szczecin.pl, http://bip.um.szczecin.pl, http://eurzad.szczecin.pl, http://www.szczecin.pl, http://geoportal.szczecin.pl/, http://cmentarze.szczecin.pl, http://konsultuj.szczecin.pl/, http://osiedla.szczecin.pl/, http://inwestycje.szczecin.eu, https://sbo.szczecin.eu.
- Device – means an electronic device through which the User accesses the Service.
- User – means an entity to whom electronic services may be provided in accordance with the Terms and Conditions and applicable law, or with whom an agreement for the provision of electronic services may be concluded.
II. General Provisions
- The Controller informs Users of the Service about the fulfilment of the information obligation applicable when personal data is collected, pursuant to Articles 13, 14 and 15 of Regulation (EU) 2016/679 of the European Parliament and of the Council of 27 April 2016 on the protection of natural persons with regard to the processing of personal data and on the free movement of such data, and repealing Directive 95/46/EC (General Data Protection Regulation), hereinafter referred to as the “GDPR”.
- The Controller respects Users’ right to privacy. Particular care is taken to protect their personal data, and appropriate technological solutions are used to prevent interference with the privacy of Users and third parties. We want every Internet user who uses our services and visits our websites to feel fully secure; therefore, registration and login systems have been introduced in some Services.
After registering and logging in, the User gains access to a range of Service functionalities, including applications, forms, educational content and electronic services. Registration is not required to access other publicly available elements of the Service.
- Personal data collected by the Service is processed within the scope of consent granted by the User or on the basis of other statutory grounds authorising such processing. The data may be processed for the purpose of verifying Users’ personal data, particularly during registration, on electronic voting platforms, in chats, during public consultations, when submitting applications, voting, subscribing to newsletters, and through the official social media profiles of the City of Szczecin (Facebook, YouTube, etc.).
- Personal data collected by the Service is treated as a separate database stored on a server within a dedicated security zone providing appropriate protection. Full access to the database is granted only to administrators.
- The Service does not permit content that violates Polish or international law or incites racial, religious or ethnic hatred. The Service also does not permit pornography, morally objectionable content or content generally considered unethical.
- Any User who has completed a registration form or otherwise provided their personal data through the Service may request access to their personal data from the Controller and has the right to rectify or erase such data, restrict its processing, object to its processing, and exercise the right to data portability to the extent provided for under the GDPR.
- The User also has the right to lodge a complaint with the supervisory authority – the Polish Personal Data Protection Office – where there are grounds to believe that personal data is being processed by the Controller in violation of the GDPR.
- The Controller does not transfer, sell or lend Users’ collected personal data to other persons or institutions unless this takes place with the User’s explicit consent or at the User’s request. However, the Controller may disclose aggregated studies and general statistical data. Such data concerns Service usage and does not contain information enabling individual Users to be identified.
- The website through which the Controller operates the Service may contain links to other websites owned and operated by independent entities. The Controller cannot be held responsible for the privacy practices applicable to those websites.
III. Copyright
- All rights to the content of the Services are reserved. The User may download and print entire pages or parts of the Service provided that this does not infringe copyright or trademark rights belonging to the City of Szczecin. No part of the Service may be copied, in whole or in part, for commercial purposes, transmitted electronically, otherwise modified, linked to or used without the prior consent of Szczecin City Hall.
IV. Cookies
- This Privacy Policy also sets out the rules governing the storage of and access to information on the User’s devices through cookies for the purpose of providing electronic services requested by the User.
- Cookies used by the Controller are safe for the User’s Device. In particular, cookies cannot be used to introduce viruses or other unwanted or malicious software onto Users’ Devices. These files make it possible to identify the software used by the User and tailor the Service individually to each User. Cookies usually contain the name of the domain from which they originate, the period for which they are stored on the Device, and an assigned value.
- The Controller uses two types of cookies:
a. Session cookies – these are stored on the User’s Device and remain there until the browser session ends. The stored information is then permanently deleted from the Device’s memory. The session cookie mechanism does not allow any personal data or confidential information to be obtained from the User’s Device.
b. Persistent cookies – these are stored on the User’s Device and remain there until they are deleted. Ending a browser session or switching off the Device does not delete them from the User’s Device. The persistent cookie mechanism does not allow any personal data or confidential information to be obtained from the User’s Device.
- The User may restrict or disable cookies from accessing their Device. If this option is selected, the Service may still be used, except for functionalities which, by their nature, require cookies.
V. Purposes for Which Cookies Are Used
- The Controller uses its own cookies for the following purposes:
a. configuring the Service,
b. authenticating the User within the Service and maintaining the User’s session,
c. carrying out processes necessary to ensure the full functionality of the websites,
d. analysis, research and website traffic auditing,
e. ensuring the security and reliability of the Service.
- The Controller uses Third-Party Cookies for the following purposes:
a. displaying multimedia content on the Service’s websites obtained from external websites,
b. collecting general and anonymous statistical data through analytical tools.
VI. Options for Determining the Conditions for Storing or Accessing Information Through Cookies
- The User may independently change their cookie settings at any time by specifying the conditions under which cookies are stored and gain access to the User’s Device. The settings referred to above may be changed using the User’s web browser settings or by configuring the relevant service.
In particular, these settings may be changed to block the automatic handling of cookies in the web browser settings or to notify the User each time cookies are placed on their Device. Detailed information on the options and methods for managing cookies is available in the settings of the relevant software (web browser).
- The User may delete cookies at any time using the functions available in the web browser they use.
- Restricting the use of cookies may affect some functionalities available on the Service’s website.
